Project: Food pantry at Tapp Middle School
Recommendation: Staff recommends awarding a contract to continue operation of the food pantry at Tapp Middle School to Reflections of Trinity in the amount of $67,862.00. The proposed contract will fund operations of the food pantry during the second semester of the 2024-25 school year and for the entire 2025-26 school year using American Rescue Plan Act grant funds.
Background: The Mayor and Council chose to direct a portion of the funds from the City’s ARPA grant to help relieve food insecurity experienced by local residents. In 2022 the City entered into a contract with Goodr to create and operate a grocery room at Tapp Middle School. This unique service enabled qualified students and residents to select groceries and hygiene items to take home to their families. With the Goodr contract expiring at the end of 2024, staff issued RFP 24-008 in August to solicit proposals for continuing the food pantry. The sole response to RFP 24-008 was from Reflections of Trinity.
Reflections of Trinity is a Powder Springs-based non-profit that has served our community for over twenty years and has the experience and capability to perform the required work. In an earlier contract for food distribution services funded by the City’s ARPA grant, Reflections of Trinity fulfilled all contract requirements and exceeded the expected number of residents to be served. Staff recommends award of the contract to Reflections of Trinity.
