BACKGROUND INFORMATION

The property was rezoned from Single-family Residential District (R-30) to Community Retail Commercial (CRC) on April 1, 2019. A change in conditions of zoning was approved on July 15, 2019. The subject site is located along Brownville Road consisting of approximately 6.5 acres. The 6.5 acres will be subdivided into two (2) lots. Based on the site plan submitted 1.65 acres will consist of an auto parts store. The remaining 4.85 acres will be vacant anticipating future commercial development consistent with the CRC zoning district.   The CRC Zoning district is intended to implement the “community activity center” future development established by the Comprehensive Plan. The main intent of the CRC zoning district is to accommodate commercial uses serving a citywide or regional market. The CRC district is designated on properties with access to major arterial streets and at intersections or arterial streets with other major street, where development nodes can be supported by the regional transportation network

SURROUNDING LAND USE

Located to the west of the subject site is the Kroger Supermarket and retail shopping area. South of the subject site is currently vacant and is zoned CRC.  The adjacent property located to the east is currently zoned R-30 which consists of an existing single-family residence. Located to the rear of the property is a single-family subdivision that falls outside of the City of Powder Springs Jurisdiction.

Staff has reviewed the elevations and has provided the applicant with the following comments:

1.                     Per Condition 4 approved by Mayor and Council on April 1, 2019 four sided brick is required. Please update all Split face concrete with brick.

 

2.                     EFIS is not a permitted building material in the City. Please modify rendering.

 

3.                     AC unit must not be visible. Please clarify.

 

4.                     For consistency with neighboring commercial development. Please provide some amount of darker brick consistent with Kroger complex.

Sec. 5-17. Criteria for Decisions on Architectural Design Applications.

In acting upon applications for architectural design approval, the community development director (or as the case may be, Mayor and City Council after review and recommendation by the Planning and Zoning Commission) shall consider whether the proposal meets the following criteria:

(a)                     Whether the proposal complies with the requirements of this article and other applicable provisions of this unified development code.

 

The proposed structure contains brick on all sides and will screen roof-top equipment from front and side property lines. 

(b) Whether the proposal is consistent with the design guidelines of this article and any adopted design guidelines for the type of development and/or the proposed use.

(c) Whether the design, scale, arrangement, materials, and colors of the proposed building(s) or structure(s) is compatible with buildings and structures in the immediate surrounding area or the same zoning district.

The adjacent shopping center has red brick and beige colors. The proposed structure matches the color scheme and roof line of the adjacent shopping center.

The applicant has provided the following calculations to show compliance with the minimum % of brick required on the front.

Actual square footage of each material - total square footage of front elevation = 1895 s.f.

                     1045 s.f. - Face Brick (3-tone)

                     438 s.f. - Storefront Glass

                     412 s.f. - Cement Board Siding

The percentage of the non-glass portion of the front elevation = 1457 s.f.

                     1045 s.f. - Face Brick - 71.7%

                     412 s.f. - Cement Board siding - 28.3%

 

Staff has requested a new elevation meeting the conditions above be presented for review and a revised elevation was provided on 11/14/19. Staff recommends approval of the request with conditions.

1)                     The design shall be substantially in accordance with drawings dated 11/14/19.

 

2)                     Cornice or other element may be added to the top to further screen rooftop equipment. If roof top equipment is visible from the side or front property line after construction, additional screening may be required.
