Staff recommends approval of the proposed agreement with Habitat for Humanity of Northwest Metro Atlanta, Inc. to build public service housing on its lot at 3862 Misty Bleau Drive in Powder Springs. The City will support this project with $40,000.00 from its ARPA grant to fund site development and infrastructure costs for the new house.
BACKGROUND
In 2023 the City acquired a vacant lot at 3862 Misty Bleau Drive through a tax sale. The Mayor and Council subsequently declared the property as surplus and authorized its sale for development as affordable housing. The City solicited bids for the purchase of the lot for that purpose on October 6, 2023, and Habitat for Humanity submitted the winning bid.
Habitat has agreed to build a house that is architecturally consistent with the neighborhood. It also must be affordable to a buyer with an income of no more than 80 percent of the Area Median Income with a cost not to exceed $250,000 and carry a zero mortgage interest rate. Eligible applicants will include employees of the City of Powder Springs, Cobb County, and Cobb County Schools.
