Recommendation: Staff recommends awarding the following in order to complete safety improvements to establish a No Train Horn zone at the railroad crossings at Finch, Angham, and Huddleston Roads adjacent to Powder Springs-Dallas Road:
1) a bid award for raised curb longitudinal channelized system materials (lane delineators) to the sole bidder, Cloverleaf Corporation, in the amount of $27,975.48; and
2) a contract to install lane delineators at the Angham Road and Story Road railroad crossings to Ardito Construction Company in the amount of $13,872.00 using American Rescue Plan Act grant funds.
Background: The Mayor and Council chose to direct a portion of the funds from the City's ARPA grant to construct improvements to the railroad crossings at Finch/Story Roads and Angham Road. The improvements were intended to meet the Federal Railroad Administration criteria to allow trains to pass the intersections without sounding their horns. Public Works staff has worked with FRA officials to identify low-cost improvements that meet the federal requirements.
RFP 24-006 solicited proposals from vendors that could supply lane delineators that meet the FRA requirements. The sole bidder was Cloverleaf Corporation that responded with a proposal to supply the City with lane delineators ...
