Recommendation: Approval with Conditions

Background: The project is located at 4440 Marietta Street, which intersects with Oakview Drive; both are primary travel corridors in the heart of downtown. The building is occupied by Peartree Interiors. This business is provided florist and interior design services as well as home gifts. The property owners have an existing sign from a second location that they would like to place on the Marietta Street fa?ade of the building.


Analysis:

The Unified Development Code establishes the design standards and procedures for renovations, development and permitting in the historic core, which is a specific geographic area contained within the boundaries of the Downtown Development Authority (DDA) jurisdiction.

The Historic Design Guidelines were established to promote compatibility of new work with the district's historic nature and to establish and maintain a sense of place and thus encourage sensitive and appropriate change within the DDA boundaries. The relationship among the buildings, landscaping and features of the streetscape is a major factor in defining the historic character of an area. The elements that form the historic setting are setbacks, views, driveways, fence patterns, walkways and landscaping along a travel corridor. These features form the character of the district, and proper maintenance and appropriate change contributes to the desirable appearances of the district. Changes to a property that abuts the right of way should also be sensitive to the character of the downtown district because the public space is an important part of the setting. The guidelines recommend retaining the historic relationship among buildings, streetscape, landscaping and streetscape features, including consideration of the height and mass structures and the setback distances from the street.
