CASE NUMBER: PZ 21 - 039. Rezoning: eCommerce and Logistics Overlay.

APPLICANT: City Initiated

PETITION: To consider amending the City of Powder Springs' Official Zoning Map to include the eCommerce and Logistics Overlay District.

RELATED ZONING CASE: PZ 21 - 024 Text amendment to Article 2 Division IV - Overlay Districts, to add the eCommerce and Logistics Overlay.

LOCATION: The City of Powder Springs, within the 19th District, 2nd Section, of Cobb County, Georgia. Zoning districts that fall within Professional Employment Center and Commercial Corridor designations.

STAFF RECCOMMENDATION: Approval

BACKGROUND: The adoption of an overlay district, i.e. The eCommerce and Logistics Overlay, require a rezoning action to amend the official zoning map of the City, thus establishing the boundaries of the overlay district. The zoning map will be amended to include this overlay for at zoning districts that fall within Professional Employment Center (blue) and Commercial Corridor (red) designations, as established by the Future Land Use Map for the 2021 update of Springs in Motion Comprehensive Plan (figure1). The proposed uses to be added to Table 2-3 (Appendix 1), and the code text to add Sec. 2-32. E - Commerce and Logistics Overlay (Appendix 2) are included in the appendix for reference.
Professional Employment Centers will house industrial space and office buildings and complexes along major transportation corridors. Industrial operations providing employment opportunities for area residents are encouraged in this area. Also encouraged are supportive uses like retail and service commercial to serve employees and fulfill complementary needs. Appropriate uses include: office commercial, retail and service commercial, commercial mixed use, light industrial, and pocket parks.
